City Sanitation Summit: Yogyakarta’s Government Shared Lessons Learned

The Voices for Just Climate Action (VCA) programme participated in the City Sanitation Summit (CSS) XXII, a national event for policymakers with the theme of converting waste into energy for a sustainable future. This forum took place from 6-7 May 2024 in Cilegon City, Banten Province, and was attended by all participants from the cities and regents who joined The District/City Alliance for Sanitation Care (Asosiasi Kota Kabupaten Peduli Sanitasi, AKKOPSI), Regional Heads in Districts/Cities, and related officials throughout Indonesia.

On this occasion, Dr Ir. Kuncoro Cahyo Aji, M.S.,  Advisory to the Governor of D.I Yogyakarta Province, facilitated by VCA programme as a representation programme’s beneficiary to be a resource person who raised the issue of waste management. At that event, Mr. Kuncoro had the opportunity to introduce the Green Jogja programme, especially regarding waste management and energy conservation, which is also supported by /SPEAK Indonesia through VCA.

Waste Management

Jogja Hijau (Green Jogja) is a programme that is in accordance with DIY Specialties stipulated in Yogyakarta Governor Regulation No. 84 of 2023. Penta Helix collaboration which involves the government, private sector, mass media, universities, and the community, is the key to good waste management practices in implementing the Jogja Hijau program. Changing community behaviour to be able to manage waste at home and increasing waste management capabilities in community-owned waste management facilities is the best solution for sustainable waste reduction in Yogyakarta province.

Since 2021, D.I Yogyakarta province has experienced problems in waste management, where the Sanitary Landfill has exceeded capacity. Since then, the government has decided to close it. This decision resulted in challenges, where people sporadically dumped their rubbish on public facilities such as roads, sidewalks, rivers, and irrigation canals. With waste piled up at 2117 tons/day, according to data from the D.I. Yogyakarta Province Environment and Forestry Service in 2021, handling this waste is a priority because it has a big impact on the environment.

Jogja Hijau Programme

The Jogja Hijau Programme (Green Jogja), which in its implementation fosters an independent waste management movement at the village and sub-district government levels, is part of the solution to the existing waste problem. This movement targets 11 sub-district or village-level areas to manage their waste independently and no longer depend on sanitary landfill facilities. SPEAK Indonesia, in the VCA programme is part of this initiative and carries out interventions and mobilises support to realise independent waste management in target areas.

At the City Sanitation Summit XXII, SPEAK Indonesia showcased products from the community, especially from the Women’s Federation group as well as various communication products to promote good practices for climate change adaptation and mitigation actions. The products displayed were products that came from waste around the community.
