The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five year-and-eight-month initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:

  1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
  2. An increase of 500,000 people in urban areas with access to safely managed sanitation.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

Other support in order to increase the achievement of access to water and sanitation in cities / districts, USAID IUWASH PLUS helps increase the capacity of CSR partnership stakeholders in cities / districts in Indonesia on how to build WASH partnerships with companies through the Corporate Social Responsibility (CSR) program.


The government has made various efforts to improve the conditions of access to drinking water and sanitation in Indonesia. Limited sources of funding (APBN and APBD) often become an obstacle in achieving targets for access to drinking water, sanitation and hygiene.

Multi-stakeholder partnership is an alternative financing that can be utilized to overcome the limited sources of funding. Unfortunately, there are many districts / cities in Indonesia that have quite a large partnership potential but these have not been fully explored, due to weak governance and do not have sufficient partnership human resources.

The Ministry of National Development Planning / Bappenas in collaboration with USAID IUWASH PLUS has prepared a Guidebook on Building Partnerships for Improving Access to Drinking Water, Sanitation and Hygiene. Guidelines are compiled based on experiences and lessons learned in running the WASH CSR program. A draft manual is developed through a series of discussions and workshops, and then as well as  some trial and error are carried out.

The pilot implementation of the guidebook to build partnerships was carried out for seven months in Gresik Regency which resulted in two cooperation agreements, namely support for improved access to sanitation from PT. PJB and PT. PELINDO, and one opportunity that is still in process with Bank Mandiri, Jakarta Head Office. The second implementation was carried out in Karawang Regency, successfully forging a partnership with PT. Pupuk Kujang and a partnership plan that is pending the continuation process with PT. Peruri.

There is a need and a request to support the CSR program development for WASH from Kabupaten Malang. Therefore, this SOW of STTA is developed to provide such support, for Creating Sustainable Governance and Programs of CSR Partnership for WASH in Malang District.


The aims of Creating Sustainable Governance and Programs of CSR Partnership for WASH is to provide support for the creation of sustainable WASH CSR governance and programs in Malang district, through the application of partnership guidelines and experiences gained from similar implementations in previous districts.

Expected Output

The STTA is requested to meet the expected output and verification include:

The task of the consultant to expand the implementation of the partnership development guide is to provide support for a WASH partnership (CSR) from the RKM document and WASH Proposal, such as:

1. Preparation
a. Develop the partnership activity plan (CSR)
b. Conducting assessment and sharing of partnership governance (CSR)
c. Facilitating FGD on Principles and Approaches to Building Partnerships (CSR)

2. Facilitating sustainable CSR partnership for WASH
a. Facilitating discussions on partnership proposals (CSR)
b. Identify the company (CSR) of potential partners
c. Facilitating the organization of the “Rumah Bersama CSR” workshop, encouraging the WASH CSR Partnership
d. Lobbying and discussing the partnership plan with the company’s CSR
e. Facilitating the signing of the agreement with at least one corporate CSR in Malang Regency f. Evaluating Partnership Activities

3. Creating sustainable governance (for WASH CSR partnership)
a. Facilitating discussion of regulations and existing of WASH CSR partnership governance in Malang Regency
b. Develop recommendations for the sustainability of WASH CSR partnership governance in Malang Regency

4. Reporting and Communication


• Report on implementation Creating Sustainable Governance and Programs of CSR Partnership for WASH in Malang District
• List of companies and champions who are actively involved in the partnership process
• Proposals for WASH sector partnership and statement of willingness / MoU / WASH partnership agreement

Posting & Reporting Relationships

No office room provide for the Consultant. The consultant will not be based in the USAID IUWASH PLUS East Java Regional Office but when necessary, might need to come to the office for coordination and/or communication. The consultant will report to the assigned person as Primary Supervisors and one Specialist of EJRO as CSR partnership PIC as Secondary Supervisors.


The expansion of the Guidebook for Building Partnerships is planned to start May-August 2021, with the following schedule:

Consultant Qualification

  • Minimum bachelor in social science or in another relevant field
  • Have an interest in the world of partnerships
  • Have a good communication skills and inter-personal relationships
  • Experience in building and developing partnerships for at least 4 years
  • Understand the theory and implementation of corporate social responsibility (CSR)
  • Able to provide assistance, building capacity, and empowerment
  • Able to manage and facilitate mini workshops, discussions and meetings
  • Understanding the WASH sector (added value)
